If you are providing a service, you are allowed to charge a fee for the service, as long as that fee consists of in-game objects and/or services, like:

service for service
service for equipment
service for currency

Unless the game's terms of service for your region state otherwise, you aren't allowed to charge a fee for the service that includes something outside the game. That would commonly be known as "RMT", and is generally forbidden.

It sounds like you are interested in providing an "escrow" service as a trusted 3rd party who ensures the correct amount in payment for the correct advertised item. If that is your intention, based on my understanding, it would technically be fine if in accordance with the rules above.

You might want to check with support to be sure it wouldn't cause any problems with the game's automated systems. I doubt it would cause problems, based on the game's history of item & currency exchange in connection with crafting services.
