Endgame Problem

Hello, I have 2 characters in the game. I leveled both of them to Endgame. When I open the map on the first character I leveled to Endgame, I can see the endgame map. But when I open the map on my 2nd character, I cannot see the endgame map. But I can teleport to the endgame zone (Ziggurat Refuge).

Also, when I return to the pre-endgame maps, I keep getting a mission complete notification.
