Local chat stuck on global

I think there's a bug with chat for some people. I can't reply to global chat without it sending in local. I've tried everything. Toggled chat groups, turned off local. Chose global chat with the down arrow on the left hand side. Everything. It just keeps sending the message in local. How do I fix this? I've tried reddit, and looks like I'm not the only one experiencing this
