Cannot proceed on "Legacy of the Vaal" quest

Hello, good day.

I have already gathered the quest item needed for the "Legacy of the vaal" quest. Which is the small core. I searched the whole map, i can only find 1 and can only find 1 stone altar near ALVA. But when i click the stone altar, i cannot submit the quest item or use it (By right clicking)
