Bug of Endgame boss drop

When fighting the Delirium endgame boss on February 5, after the final boss kill, the talent point quest item did not drop even though the current talent was not maxium. Is this a bug?
As well, when fighting the Breach endgame boss on February 6, there were no drop items after finally killing the boss. This is clearly a bug.
