Meta Skills not Respecting CDs

I'm using Conductivity socketed in Cast on Shock with the Expanse support gem, which should impose a 6-second cooldown on Conductivity. However, as shown in the video below, the curse is being cast multiple times within a less than 2-second window.

Additionally, the Expanse gem isn’t marked as disabled in the gem window, which suggests this behavior isn't intentional (hopefully).

Could someone confirm to me if this is a bug or not?
