Quality from Gemcutters Prism does not effect skill gem

A number of my skill gems have issues related to quality including:

-Hand of Chayula
-Combat Frenzy
-Ghost Dance

I've applied 4 Gemcutter's Prisms to Hand of Chayula. No change to the gem - expected increased effect of socketed marks and curses per PoE2DB.

Holding Alt while hovering over Combat Frenzy and Ghost Dance displays "Additional Effects from Quality", with no text under that.

Holding Alt while hovering over Hand of Chayula doesn't even display the "Additional Effects from Quality" text.

Many of my other gems are responding to GCPs as expected, including Ice Strike, Tempest Bell, etc.
