Summon Skeleton Warrior from Sceptre stopped working

I've had a sceptre with lvl18 Summon Skeleton Warrior on weapon swap for a month now, working as expected, two skeletons summoned each time I equip the weapon. I usually consume them with sacrifice + profane ritual to get power charges. Today, during or after T4 Arbiter fight i'm no longer getting any sommons with any Summon Skeleton Warrior sceptre, i tried everyting, getting other scepter, disabling all the spirit gems, removing support gems, unequiping my gear, logging off for and hour. Nothing is working. I can still sommon skeletons with regular skill gem, but the scepeter way just doesn't work now. My other character is getting those skeletons just fine. I think my character is bugged somehow. Character name is _Blaine_the_Mono_
