Jarngreipr - Does not allow strength to satisfy requirements for Staggering Palm

The description on Jarngreipr says:
Strength can satisfy other Attribute Requirements of Melee Weapons and Melee Skills

However it does not appear to work for the skill Staggering Palm even though it has the Melee tag. There may be other skills affected, but this is the only one I've tested so far.
