Earthbound Voltaic Staff gives one spell but lists 2

When the Earthbound Voltaic Staff is equipped it shows 2 skills in the skills window (lightning and spark) however only lightning can be mapped to a key making the provided spark useless.

If you read the staff it explicitly states:
"Trigger Spark Skill on Killing a Shocked Enemy" |
