Missing passives / passives without notification / broken tree linking

After manually exporting my build to PoB I noticed I was missing two passives.

After ensuring I had all bonus points I figured out the passives do exist, but for some reason are behaving strangely. They have no notification to assign, cannot be assigned to weapon-sets and when assigned as main nodes do not create links correctly.

No + in UI even though they are available:



Cannot assign here to the weapon set 1. Ones to right and below work fine. Not included but there is 1 free point, 23 are assigned currently.
