HoT not getting 100% critical strike chance with Surfcaster Fishing rod

So when putting the rod on, my frost blink is at 100% crit chance, but herald of thunder is not.

I put in a medium cluster with crit chance, now it also gives 100% crit chance. Seems to be that it isnt giving it the crit because internally the ascendency just gives a massive % increase, not set to 100%???

Herald of Thunder has a base crit chance of 0%, which must be taking priority.
In the meantime any amount of base crit from any applicable source should work (Critical Strikes support, horror essence on gloves). |
