If you have both Pandemic and CI and get hit you will indeed lose 5% of life per second if you have been hit recently.

Also, if you have % life regen it will have no effect because I'm pretty sure the % gets rounded down to 0(I'm not sure what happens if you have very high % life regen). However, if you have a flat life regen(like Vitality), you are completely fine.

Technically it is working as it says it should, but I wasn't 100% sure if it was intended so I decided to post this.

does this cause you to die, or is 5% of 1 life just nothing

It will cause you to die eventually. You'll just lose 0.05 life per second.

I also looked into it a bit more and I think % regen still applied since I did heal after not taking damage recently, but the stat sheet just shows 0 because it rounded down.
