Extra slow attack animation after fresh start lv1

Hello guys ,

I'm returning back to game after around 1 year. Checking and signed for new league. Well I got new PC and new monitor and when I started today I see a "strange glitch"

Actually the Attack animation is extra extra slow. Is it normal ? Some new patch maybe ? I started with Shadow and all zombies hit me much much faster than me and interupt me. Do I need to check some visual settings or it's normal to fresh start level 1 ??
