Oshabi Create Lesser Shrine

Create Lesser Shrine doesn't spawn a lesser shrine in Heist when u kill anything with mines.

It triggers when "you kill". In PoE1 that won't happen when it is not you killing them yourself (the mines are killing them). The exception is if the monster dies from a damage over time effect (ignite or poison as examples). Those are sourced back to the player and makes you get the "kill credit". It is a bit technical and could probably be explained better but that's probably why you have this issue.
