Graphics settings reverting to Fullscreen and other defaults

I haven't played PoE 1 since last August. I normally play in Windowed Fullscreen mode. Now, every time I start the game, the graphics settings reset themselves to Fullscreen, plus some other defaults (like disabled FPS caps, Ultra shadow quality, High detail level for water, etc). I set them to what I prefer. But next time I start the game - these settings are back to those values!

This exact problem was happening in PoE 2 EA for the first week or so after the launch. Then it was fixed there, and PoE 2 remembers my settings. And now you have this bug in PoE 1. Please fix it.
