Harbinger of time bugged

Im using Harbinger of time but doesn't grant any action speed at all, the visual effect is there but there's no change in move, cast or attack speed.

The entire ascendency doesn't look too good tbh, i gave it a shot since herald was nerfed pre launch, but doesn't seem worth it.
