Map nodes in range of Tower Tablet Influence

I intended to use an overseer tablet that influenced up to 7 maps. When using it, it said that only 5 maps were in range, which I accepted.

The problem is, There are two maps clearly in range of the tower that did not get influenced with an overseer tablet, but could have been.

I believe there is a bug that may require more investigation. Its happened to me a few times.
