Can't spawn Alva act 7

Hey, my Causeway's never spawning Alva for the quest and I need to do it so I can do temples for her.

In 3.24 (?) some mechanics started to appear earlier in acts (such as essences, ritual, legion, alva, etc.), but the quests were not fixed. Therefore, the guaranteed appearance by the quest does not work.
