Quiver bug (pic attached)

I'm level 36 sorceress with a widowhail bow, quiver is level 32. in fact, ALL quivers below my char level is RED background color (signifying you can't use them)..... however, I can still equip them! items that I can equipped should be blue background.... Any help please??
