Legions wont spawn as much as they should

Hay,

I stacked my legion spwan chance to above 300% with idols in phrecia but I only get 1 legion per map (outside of scarabs and map device craft).

As far as I am aware it should get 1 guaranteed legion per 100% chance, if not pls let me know, cause i am pretty sure thats how it works outside of phrecia too.

I did this with Blight. It says 220% so I should get two but I only get one.

Einhar on the other hand when you get to 100% it just says "Your maps contain Einhar" Or Harvest says "Your maps contain a Sacred Grove"

If it can only go to 100% then it needs to so.

We use to get more then one before.
