Mouse jumping around the screen, Stuttering and FPS drops at same time

When I move my mouse it seems to jump the direction I move it but twice as far sometimes off the screen does not happen on other games so know its not the mouse. Has happened since the start but recently has become unplayable in different areas like in Act 3 hub area once the portal to the past is done the mouse will suddenly start acting up its like it becomes extremely sensitive like the laser is bouncing around more so mouse jumps around then stops but there is noting in the laser and works fine in other games. Also i have noticed it more in Act 3 once you go through the portal in the next area is really bad the the FPS drops by up to 40 frames and the mouse is same as above all get lots of stuttering suddenly before or after the mouse issues.

I am on a Shadow PC which is a virtual Machine I stream from an Android TV app and like I said do not get this issue on other games.
