keep losing skill bound to right click

Evertime i load into a map, or back to my hideout, the lighting rod skill becomes unbound from right click. It stil shows the image but the button does not work. If i completely log out, when i log back in the skill is now completely unbound and does not even show the image. This is only happening on my first character, it does not happen when I log in and out with my sorc.
