Betrayal Idol Bug

Currently the idols for betrayal aren't working as I believe they are intended to.

The suffix "of Betrayal" on Idols states that members are X% more likely to be accompanied by their leaders. This works in any group with 3 or more members, however any board that contains only 2 members (a leader and one member in a given group I.E. Transportation / Research / etc...) the leader will not join the member even with more than 200% increased likelihood from stacking the stat.


It seems to only impact groups of 2 members, not 3 or above, and only for idols. Without the idol leaders seem to be able to accompany their members in a group with only 2 members.
