Strength on belt not stacking properly for Jack of all Trades

I've searched for this in the known issues and if others are experiencing. I've tested a couple different belts with strength. When putting on a strength belt, my dps is actually decreasing instead of increasing. To be clear, strength is my lowest attribute, before and after adding a strength belt.
