Can't Access Atlas Skills

Not sure if this is a bug or I missed something, but when I go to the atlas screen the atlas skills tab is greyed out and I can't access the atlas skills.

When I beat the first Maven challenge and went to allocate my skills it just showed a map with a star and didn't let me allocate any points. It said I have 13 points, but doesn't show the tree.

The Atlas Tree is disabled in Phrecia League. Ya the Atlas Tree looks bugged if you click it after the Maven Challenge, but that's probably because they didn't want to remove the hole Tree for the Event.
