Penance Mark phantasms not generating spiders with Raise Spider

Servant of Arakaali - it seemed clear to me that Penance Mark was an intended way to, among other things, keep spiders up on single target fights without needing to wormblast. I am observing that the phantasms generated by the ability do not trigger Raise Spider.
Is this intended? If not... can it be retroactively intended? :( Last bumped on Feb 24, 2025, 8:32:51 PM
