Fishing drop chance?

Hello, I've been farming for a fishing rod with the Fairgrave Tricorn helmet for about 500 grain gates now, what I do is I kill the 7 Leggionaires and then i reset the zone, thats more than 3500 unique mobs I've killed, my char is level 81 and im using armageddon brand, is something bugged or am i just being unlucky?

Having the same problem. Have done about 300 and no fishing rod. LVL 58
