Need Help with Resistances and Path of Building

On my character screen it says my resistances are capped,
but path of building says I am very far from cap.

Does the character screen not account for the resistance penalties for campaign progress?





And I got totally different numbers when I tried just adding what was on my tree and gear up (without penalties).

Character screen does take into account resistance penalties. It'd be fairly useless if it didn't. In PoE1, those penalties are jumps instead of small steps like in PoE2: you get a -30% penalty for finishing Act 5, and another for finishing Act 6 Act 10 (-60% total).

What you and PoB probably aren't taking into account is bandit choice. If you Help Alira in the Act 2 bandits quest, the bonus you receive is +15% to All Elemental Resistances.

Bandit quest choice can be set in PoB on the Config tab.

You probably took the Bandit Quest where you got 15% All Res. You have to change to this manually in the configuration tab.
