spirit reserve

How come when i upgrade my minons lets say from level 12 to 13
my archers told me when upgraded the spirit cost would go down 2 spirit,
why doesnt it reflect upon upgrading,? i even reset my minion count to 0 then back to what it was but there is no difference in my reserve spirit after upgrading in any way
