Portal Issue. Activation cancelled or the operation timed out? No portals spawning from map device

Been having an issue with no portals spawning from the map device. This is the case in guild hideout, my hideout and also Karui shore map device. One a map has been placed into the map device and i activate it the map device animates as if its going to create portals but it does not. The map remains in the and is not consumed by map device.

I have tried many work arounds including:

- Reinstalling the game
- Restoring Licenses
- Changing a variety of settings including location
- Messing around with various other parts of the game including heist, delve, kings march or labyrinth mechanics (all of which work as intended) with no success.
- Having a friend come into my party (i can use his portals no problem) but the issue persists if i attempt to open a portal if i am the party leader.
- Returning to campaign areas for a period
- Interacting with lots of NPC's

Very occasionally and I'm talking approximately 1 in 30 attempts on average it just spontaneously works. This will be 1 map and 1 map only before the issue returns.

Just for reference as well during the campaign playthrough (some of which solo and some of which in party with another player) my portals using portal scrolls from areas would take approximately 10 seconds to appear. on some occasions just not appear at all.

I play on ps5 for around 3 years so hoping this isn't a silly error on my part as I've never encountered anything this this in many leagues.

Any help or guidance would be much appreciated.

You might want to make sure there's nothing else selected or added, like fragments or scarabs.

You also have to make sure whatever option you have selected in the device is enabled, like you can't pick the other options when running atziri fragments to go to atziri (but can add all 4 and a map and use options if you have the 5 slot unlocked)
