Syndicate preventing access to boss area

On lookout map, if syndicate is encountered and the syndicate laboratory entrance is spawned near boss arena entrance the game blocks you from entering the boss arena.
Previously in the map a Transportation encounter was defeated but not questioned, once they were questioned entering the boss arena was possible, this forces the player to backtrack possibly the entire map to enter the boss room.
Additionally, entering the syndicate laboratory was possible which it shouldn't when the previous members were not questioned.
