syndicate safehouse idol not working

conqueror idol with the modifier : "completing your maps grants (10-15) intelligence for a random immortal syndicate safehouse" does not grant the respective intelligence.

it gave it yesterday in white maps.
it doesn't give it today while in yellow maps.
i've removed all jun spawn chance so that i isolated the mod without syndicate in the area.

i've let a second safehouse be below 100% to see if it would give intelligence for that one.

I imagine it should have an additional explanation if you hold Alt over it, like some other modifiers have.

On the Atlas passive tree, it includes in gray text (same format as explanations that show when holding Alt) at the bottom of the passive:
"
(Safehouses which have already been Located can still be randomly selected)

ah i see, i was wondering what was happening. since i did around 10 maps without getting any intelligence.
