devourer of minds not working for minions

I have aspect of the cat on me so i have full frenzy and full power charges on me at all times.

the attack speed of the minion and critical strike chance change from the change in aspect.

when i unequip the helmet,

no change occurs to the stats for attack speed, damage, or critical strike chance.

Is there any way to confirm the item is working as intended. or is it not properly providing charge benafits to minions?
