Connection problem. Failed connect to instance.

Started yesterday, it connects for brief periods and runs fine, but then on instance change I get disconnects for 5 minutes straight before able to connect again. Traceroute for last connected instance provided.
I contacted my provider and they said that this will not help them, as it has restictions on tracing and it is very likely that there are restrictions on some ips that can connect.
