Can't access hideout via waypoints

I am in early maps and can't access my hideout via the waypoints. I always have to enter it with /hideout. When hovering over the button in the World screen it says: "To earn a personal hideout, complete the quest "Safe and Sound" in Act 2." However, when going to act 2 there is no quest to complete.

Any idea how to fix this? Thanks in advance.
