Mana regen disabled in t17, without any mods that should affect it

Walk into map, on a miner build that does not use leech, mana regen is disabled for some reason. Energy shield is still able to recharge/recover. But Mana regen is 0 even though the in-game stat sheet says 63 mana/s

its definitely the recovery leech mod, from my understand should not be interacting with mana regen in any way bud disables it
