Rare Waystone with 2 modifiers only

I'm sometimes doing mass Waystone 15 upgrade.
The usual order Trans -> Augument -> Regal -> Exalt Only that after doing some augmentation with shift held, I ended up with like 10 Waystones made rare(!?) with 2 modifiers only on them.... Is this known? Last bumped on Mar 3, 2025, 4:05:10 PM

it happen to me a couple of time, was not sure if i did something wrong each time. but might be a bug like your suggesting.
