Precursor "Not enough Waystones to do X"

I haven't played in a while but I just remembered something. I did this twice, when it says it cant use all the applications because theres not enough areas for it. Problem is, both times, it didn't apply to 1+ maps that were in the radius. Yes, I made sure I was using something it didn't have.
