Unbound Avatar: Effects from Quality not working

At this time, I am unable to improve the quality of the Unbound Avatar Invoker skill. The tool tip states that I should be able to improve the quality to add one additional second to the duration of Unbound Avatar, but the skill can not be improved at this time. Please fix.
