Magical items cannot be upgraded to Legendary item

What are you using to upgrade an item to unique? Orb of Chance, for example, the item must be normal quality to be upgraded to unique.

" There are no unique Waystones. If you mean Jewels, such as Sapphires and Diamonds: all the unique Jewels are boss-only drops. They can only be acquired by defeating the specific boss that drops that unique Jewel. Orb of Chance cannot be used to acquire them. |

Just plain jewelry. Red blue green。
I found out that equipment doesn't work either, and probably all magic items don't make it to legend |
