Cannot open atlas passive screen

I have two characters in maps, I have done plenty of maps, even done the T1 maps all over again with both characters. I'm on The Maven and Eater of Worlds quests and I have 53 Atlas passives ready to spend.

But I cannot access the Atlas Passive Tree. CTRL+G does nothing, I even tried changing the shortcut but nothing works.

I can't figure out what else to try, any help appreciated.

Wait, the idol system REPLACES the Atlas? Then what are the passives for?

You don't actually get the Atlas passives in Phrecia league as they have been replaced with the Idols.
