In the Savannah map, the frame rate fluctuates randomly between single digits and 60. This issue only occurs on this map and a few other fixed maps.

Think its because its filled to the brim with mobs. I have a 4090 and still have problems, I am considering turning down the settings for that map.

Idk if I want them to fix it because fixing it might mean less mobs and precious loot! =(
It remains one of the most framerate-poor maps even after everything is dead. (and the corpses disposed of) While it is easily one of the most-loaded maps for mobs (I think only Steppe or Willow can compete) I'm not sure that's the only reason for the particularly poor performance of it, especially as those others can have similar monster counts and still have a better framerate.

Also worth noting that having a 4090 doesn't really matter for the game's performance; PoE 2 is still a heavily CPU-bound game. While it has some coding to try and offload some more CPU work to the GPU than PoE 1 does (this process isn't super-efficient) it still is generally also bound by your CPU, as indicated by the timing for the red "CPU" bar in the telemetry vs. the blue "GPU" bar. The aforementioned load-sharing can cut down the disparity between the two, but it still exists.

Ah I still got a Intel Core i9-14900K. But I got alot of things on ultra lol
