Having a sceptre + mace equipped is disabling decompose

Am I missing something? Is this working as intended? Decompose (from corpsewade unique boots) is not consuming corpses - neither my own minions with sacrifice buff, nor enemy corpses - when I have both a sceptre and mace equipped at the same time. Works with all other weapon combinations I've tried. In the skill panel there is nothing to indicate it's disabled or any other issue.

Seems to be a bug with maces (1hand and 2 hand)
