why cant i direct whisper someone to trade?

I find it kinda horse shit I cant whisper someopne to trade anytime I do it says your account cant do this? Like what? Help.

Hi there, you must have a level 25 character, on your account to whisper other players. If you do have a level 25 character and are still unable to send whispers, could you please email us at support@grindinggear.com so we can look into this matter for you?
