Need Help on Charged Staff and how it works

I am putting Neural Overload and Electrocute on my Tempest Furry.
But Electrocute you can't shock.

So if I use Charged staff, will the chance to shock still apply?
I am thinking of putting Shock Magnitude Gem on Charged staff.

Furthermore because I use Electrocute on my Tempest Furry, how does it react with the bells?

Does it mean the bells cannot shock too? or if the shock wave from Charged Staff interacts with the bells it gives chance to shock since there is no Electrocute Gem on my Charged staff.
