Then you liked the game and bought 300 points for the shop, right?
Then later you tried to log in to "your" account, but the account is now locked, right?

Multiple issues here.

It's against the "Terms of Use" (EULA) to share your account with others.
Thus, using an account from someone else breaks the rules and will get this account banned, especially if you paid to use this account.

Normally, GGG has great support, but they have some issues since PoE2 EA.

There is only a limited number of ppl who can work on "account-related problems" like yours, and issues about this specific topic are through the roof now, for various reasons.

While some ppl wait weeks and even months with account-related problems, if you have another issue, it can be way faster. For example, my ticket got answered in below 48 hours because it wasn't account-related.

The main issue for you is probably "How to play PoE2" from your region.
Normally, China has its own "Chinese PoE Client" to play the game (managed by Tencent), but PoE2 does not have that right now because the game isn't in its "full release 1.0.0 version".
I know some ppl use VPN to access Steam to play the game, but besides that, I don't know if you could just use the "Standalone Client" from the PoE website.
