Hacked Account – Need Help Removing Unauthorized Email

Here's a summary of what happened: My account was hacked, they accessed my Path of Exile 2 characters, stealing all their gear. I don’t really care about the items since I already finished the league, but what’s concerning is that even after changing my Steam password last week, I logged in today and found a new level 95 character that I didn’t create.
When I checked my account settings on the website, I discovered that the hacker added their own email and password as the Primary Login. I’ve always used Steam to log in, so I never had an email or separate password linked to my account. Now, I’m trying my best to remove this unauthorized email before the new league starts.
