+Skill speed% does not apply to weapon-set 2

i have +25% skill speed from the passive tree (monk start) that does work with weapon-set 1, but not with weapon-set 2. i don't have any attack speed bonus with weapon-set 2, despite not having used any weapon-set specific points yet (it's just all for everything, i'm not that far in the game with my monk yet).

quite unfortunate since i'm required to use weapon-set 2 or else my crackling quarterstaff does not deal any dmg at all (made a different thread for that)
