Tower waystone slots

Towers say you need to complete it with a waystone that has at least 3 modifiers to unlock the second slot, but after doing so it still only unlocked the first.

I put a waystone with 6 modifiers in a different tower and it showed that it would unlock the second slot but not the third, which says it needs a waystone with at least 6 modifiers to unlock.
